Glenn S. Banaguas is a multi-awarded scientist, diplomat, and educator, recognized as a leading expert on environment, climate change, and disaster risks in Asia. He utilizes scientific models and data analytics to address climate change issues and develops science-based policy solutions. Banaguas has received numerous awards, including the Asia Leader Award for Sustainability Leadership, The Outstanding Filipino (TOFIL) Laureate for Environment Conservation and Science Diplomacy, and Outstanding Young Scientist (OYS) of the Philippines for Environmental Management by NAST. His international recognitions include grants from the Royal Society, TWAS, and EDF for solar radiation management, as well as awards from ASEAN, Global Water Partnership, and Harvard University. He is the founder and president of the Environmental and Climate Change Research Institute (ECCRI) and the initiator of the Climate Smart and Disaster Resilient Philippines program. Banaguas has provided consultancy services to international organizations such as UNDP, UNCCD, and GGGI. His educational background includes studies at Harvard Kennedy School, Yale University, and NASA. His work has made significant contributions to environmental science and policy, earning him recognition and respect worldwide Law and Policy, Yale University. He also took Applied Remote Sensing Technology from the National Aeronautics Space Administration (NASA).

Dr. John Duguman, formerly a Senior Lecturer at the University of Papua New Guinea, specialized in Environmental Sciences and Geography. He holds a PhD in Sustainable Resource Management from the University of Newcastle, Australia, and a Masters in Environmental Engineering from Sydney University. Dr. Duguman also served as the Director of the UPNG Centre for Climate Change and Sustainable Development, where he led projects focused on climate change, renewable energy, and sustainable development. With over two decades of academic and consulting experience, he has made significant contributions to environmental management and climate change resilience in Papua New Guinea and the Pacific region.

Lazarus Kenni, a proud Papua New Guinean, is a Development Specialist, engaged for the past eight years by the World Bank’s Private Sector Arm, the International Finance Corporation (IFC). IFC is an international development institution, that offers investment, and advisory services to encourage private-sector intervention to address issues/challenges in developing countries. Laz currently serves as the Country Coordinator for the IFC’s Public Private Partnership engagements in the areas of health, increasing access to energy and affordable housing for middle- and low-income earners.  He has, in the past, engaged in IFC’s Tourism and rural off-grid solar energy projects. Additionally, Laz has performed in Executive roles in Communication, Banking & Finance and Energy Access in Vanuatu and Papua New Guinea. He has been active in NGO work including engagements in disaster response and advocacy for environmental protection.

Brian Kitney brings over 30 years of experience in the energy industry. A significant portion of his career has been spent in prominent Japanese companies, where he held key positions encompassing business development, marketing, and executive leadership. In recent years, Brian has become deeply involved in future-energy related fields, including carbon capture and storage, hydrogen and renewables projects. Brian is a Director of LH2 Energy, Bass Strait Renewables (BSR) and CO2CRC. Recently, Brian has focused on LNG, hydrogen, CCS, and renewable energy and has been supporting developers and investors with deal origination and development of targeted investments opportunities, with a focus on partner engagement, deal structuring, and commercial frameworks. He specializes in ongoing project management, adeptly managing growth and strategic energy challenges, while also offering expert support for short-term and long-term assignments in upstream, LNG and clean energy. Recent engagements include providing commercial advice to facilitate the development of LNG terminals, hydrogen solutions, offshore wind assets, and origination for oil and gas projects across Australia and Southeast Asia.  With an extensive professional background in energy projects and markets, Brian has held senior leadership positions at prominent organizations such as Managing Director Osaka Gas (Niugini) Ltd, Head of LNG Origination at AGL, and senior commodities and energy related roles at Mitsui & Co (Australia) Ltd, Ichthys LNG Pty Ltd and JPMorgan Securities (Japan). His academic achievements include an MBA from Curtin University, a Graduate Diploma of Applied Finance from Kaplan, a Graduate Diploma in Diplomacy & International Trade from Monash University, a Diploma of Financial Markets from AFMA. He has also completed and a Master of Applied Japanese Linguistics from Monash University and a Post Graduate Diploma in Japanese from Swinburne University and is a Graduate of the Australian Institute of Company Directors (GAIDC).

Dan Millison has 35+ years professional experience including 20+ years working on clean energy, sustainable infrastructure, and climate change financing. Dan’s first job in the energy business was working as a deck hand on a towboat transporting Appalachian coal from New Orleans, Louisiana to power plants in Pensacola and Panama City, Florida. His second job in the energy business was working as roughneck on a drilling rig in the Sprayberry Field outside of Midland, Texas. His previous life in the petroleum industry ended when crude oil prices bottomed out at $6 per barrel in 1986. Since then, he has helped clients secure more than $1 Billion in climate change co-financing for a broad spectrum of clean energy and sustainable transport investments totaling more than $5 Billion. He has assisted Asian Development Bank (ADB) in mobilizing financing for multiple high-voltage transmission system expansion projects totaling more than $1 Billion, including new lines in Bangladesh and Nepal which are equipped with ACCC conductors. Among other activities, he is currently supporting Asian Development Bank’s programs for innovative technology and business models in energy sector and climate change operations, including green hydrogen development and nature-based carbon capture utilization and storage. He is the founder of Delta C, LLC, a science and technical services firm specializing in feasibility assessments and field services for deployment of ACCC conductors for high-voltage transmission lines. He is also the founder of Planet Sea, LLC, a consultancy specializing in identifying and implementing regenerative solutions for the new ocean economy (NOE). Dan has a M.S. Civil Engineering / Mineral Resource Engineering and Management (1986) and a B.A. Geological Sciences (1981), both from Northwestern University.

Dr Billy Manoka was the Senior Legal and Regulatory Advisor at the USAID PNG Electrification partnership activity (USAIDPEP) from October 2020 to May 2024. He was responsible for the establishment of the National Energy Authority (NEA) during 2021 and the establishment of new regulations and the review and updating of existing regulations essential to enable NEA to be fully functional. Prior to October 2020, Dr Manoka was the Director and Owner of MPH Econ Consulting Services Ltd and has undertaken consultancy work as a Senior Consultant with Gravelroad Australia where he conducted tariff setting training for PPL staff. He worked seven years with the Independent Consumer and Competition Commission (ICCC), two years as Associate Commissioner, and five years as Commissioner/CEO) (05/201005/2015). He was on the Appeals Panel to review ICCC decisions on appeal for two years (2006 to 2008). Dr. Manoka is an experienced commissioner / CEO with over seven years of experience working in the government administration industry. Billy has significant expertise in economic regulation, sustainable development, corporate social responsibility, analytical skills, environmental issues, and government – having worked with global clients and stakeholders such as The Secretariat for the Pacific Community (SPC), Conservation International (CI), World Wildlife Fund (WWF), and Ausaid. As ICCC Commissioner / CEO, he presided over PPL’s Electricity Regulatory Contract during his tenure. Billy was formerly Associate Professor and head of the Economics Department at the University of Papua New Guinea (UPNG). He served at UPNG as an academic for twenty-two years. Dr Manoka obtained a PhD in Resource and Environmental Economics from the University of Massachusetts, Amherst USA in 2000. He holds a Master’s in Economics of Development from the National Center for Development Studies (NCDS), Australian National University (ANU) (1991) and a Bachelor of Economics (1985) and BEc Hons (1987) from UPNG.

Kia-Henry Nema is a seasoned development specialist with extensive expertise in public policy, governance, and public health. He has worked across various sectors within the Government of Papua New Guinea. He served as the National Technical Adviser to the Department of National Planning & Monitoring where he developed PNG’s Sustainable Development Goals (SDG) reports 1 and 2 for the United Nations, as well as the Millennium Development Goals (MDG) report in 2015. Nema has also developed many national strategic policies and corporate plans for multiple government departments. He also has extensive experience working with key international development partners such as the WHO (for five years) and UNDP (for three years) and completed numerous short-term assignments for various other development organizations. Nema recently led and successfully delivered a complex PGK 20 million project for PNG's national COVID-19 response involving 20 Chinese nationals, a large Australian private sector donor, and multiple suppliers from PNG. Nema is passionate about a holistic and sustainable approach to development in PNG. He holds a master's degree with dual majors in public health and international development from Flinders University, South Australia. He is also the National President of the PNG-Australia Alumni Association, serves on several boards, and is a part-time lecturer at the Divine Word University’s Flexible Learning Centre.

Anand has a 20+ year track record in Energy spanning traditional domains of oil & gas upstream and downstream power systems, electric power generation and the emerging energy landscape of renewable generation, grid stabilization, energy storage and flex fuels. Throughout his career in various segments, he has executed EPC & CHP projects, ESCO ventures, energy efficiency programs and lifecycle optimization services. Prior to this, he served as APAC General Manager for INNIO Jenbacher providing renewable and traditional gas power solutions across the region. Before this he spent 10 years in various regional leadership positions in General Electric for the Oil & Gas and Distributed Power business units; and an earlier 9 years working with Caterpillar Power Systems including engines and Solar gas turbine technologies. Anand holds a Bachelors Degree in Electrical Engineering from the Malayan University and an MBA from University of Strathclyde. He is also a Professional Engineer registered with the Board of Engineers, Malaysia.
